Vice President, Operations Support

Fort Worth, TX

The Vice President, Operations Support, is responsible for all technical and commercial support functions required to safely operate, maintain, and optimize the performance of Entergy’s generation fleet consisting of approximately 20,000 MW of fossil-fueled and renewable generation assets operating within the MISO market. The Vice President, Operations Support executes these responsibilities through close collaboration with VPs, Power Plant Operations, their lead teams, peers within other business functions, and engagement with external stakeholders.

 

JOB DUTIES/RESPONSIBILITIES:

  • The Vice President, Operations Support provides strategic leadership a key member of the Power Generation Lead Team and tactical oversight to an organization consisting of the following technical areas:


Engineering and Technical Support

  • Center of ownership for engineering programs, processes and standards in Power Generation
  • Boiler/Pressure piping integrity management program (flow-accelerated corrosion, high energy piping, seam welded piping, fuel gas piping inspection, pressure relief valves, pressure vessels, etc..)
  • Development of engineering standards, adherence to plant modification process, etc..
  • Management of critical engineering processes (earthen dam, material handling, etc..)
  • Center of ownership for EPRI technical programs, industry peer groups, OEM service bulletins, etc..
  • Ensures proper engagement with industry technical groups, OEM updates, etc..
  • Develops fleet disposition for all technical risk issues and ensures implementation across fleet
  • Flex Strategy ensures execution of risk engineering program standards and plant modification processes
  • Provides resources to assist with technical reviews of project plans to ensure proper engineering rigor applied to all plant component repairs and modifications
  • Field support for execution of engineering risk mitigation programs (FAC, arc flash, etc..)
  • Ensures consistent implementation of PGen cycle chemistry programs
  • Fleet Chemistry asset protection and preservation aligned with industry best practices 
  • Conduct of Operations
  • Development and consistent application of PM/PdM programs based upon unit role,
  • Major equipment subject matter expertise including technical input into PM & PdM strategies, asset acquisitions, and new generation asset development projects
  • Resolution of emerging technical issues, and
  • Plant Modification and Engineer Response processes
  • NERC Standards compliance and Risk Management Processes


Environmental Support 

  • Manage environmental permits and plans for the Power Generation Fleet
  • Prepare and submit applications for new, modified, and renewal permits, including for new-build generating assets
  • Develop implementation tools to ensure all permit requirements are met
  • Prepare and submit all required environmental reports to state agencies and EPA
  • Prepare and maintain required environmental plans (SPCC, SWPPP, QA/QC, etc.)
  • Monitor and Influence Environmental Rule and Policy Development
  • Maintain relationships with environmental regulators at state and federal level
  • Participate in rule and policy development processes to favorably influence outcomes
  • Monitor new and revised environmental regulations and develop implementation plans for fleet
  • Identify and Manage Environmental Risks
  • Manage and implement NSR program for Power Generation Fleet
  • Manage and implement groundwater monitoring programs across Power Generation Fleet
  • Manage and implement CCR programs at coal plants
  • Provide front-line environmental support to Plant Operations
  • Manage and implement waste programs at each Power Generation site
  • Conduct/coordinate required periodic environmental inspections
  • Conduct environmental training for plant employees
  • Maintain environmental records
  • Manage and implement CEMS and air compliance testing programs and data for Power Generation fleet
  • Provide environmental support for retired plant sites and demolition projects
  • Provide environmental support to OpCo resource planning/IRP processes and regulatory submittals


Fleet Outage Services

  • Drives continuous improvement for outage planning processes
  • Provides governance/oversight for Outage Stage Gate Process and related outage/project planning standards
  • Develops strong outage community of practice across fleet to drive joint accountability and continuous improvement
  • Increases availability of project controls/scheduling resources to improve fleet performance
  • Coordination with the financial planning & reporting process
  • Implement a Project Management Organization for Power Generation to handle major/off-normal projects
  • Provides total ownership for complex projects for PGen to allow plants to focus on low-complexity and routine outage work
  • Reduces O&M expense by allocating overhead to Capital planning and execution
  • Ensures proper risk/rigor for planning and adequate project controls for complex projects in accordance with OSGP/capital project delivery requirements
  • Integrates demolition/decommissioning projects into broader PMO to ensure consistency of project delivery
  • Support of Operating Company resource planning processes, Regulatory support, and Asset retirement, decommissioning and demolition program
  • Provides for greater bandwidth of demolition project managers to handle other projects as ebb/flow of demolition projects occurs
  • Support outages during non-demo project windows


Business Support

  • Collaborate with subject matter experts across the fleet to gather data for the compilation of operational and performance metrics reports and monthly presentations to executive leadership.
  • Provide detailed review, analysis, and oversight of requests for information to support time sensitive regulatory filings.
  • Support the organization’s FERC, NERC, SERC and SOX compliance programs, responding to filings and executing periodic testing of operational and financial processes.
  • Manage the organization’s Records Management Program, working closely with departments and plant personnel to comply with SOX requirements for maintaining company records.
  • Support the Change Management program, collaborating with fleet personnel and leadership in the timely and effective communication of change across the organization.

 

The VP, Operations Support drives and sustains excellence within Power Generation’s technical processes through complete ownership of the core technical areas above including the establishment and optimization of core process/program: basis, procedures, in-field support, metrics, and performance reporting.


MINIMUM REQUIREMENTS:

Minimum education required of the position

  • B.S. in Engineering or relevant technical discipline or relevant experience

 

Minimum experience required of the position

  • 10 years in the utility industry; preferably with at least 5 yrs. in Power Generation 

 

Minimum knowledge, skills, and abilities required of the position

  • Generating plant operations, maintenance, and/or engineering
  • Outage and project planning, management, control

 

Preferred knowledge, skills, and abilities required of the position

  • Plant outage planning, scheduling, and execution
  • Experience in developing commercial strategies for optimizing generating asset value within energy and capacity markets
  • NERC compliance program development and oversight
  • MBA and/or advanced degree in engineering
