Vice President of Engineering

Remote (United States)

OpenGov was founded as a platform company and has the ability to realign the GovTech industry due to its continued investments in its ERP platform and associated application suites - Budget & Planning, Citizen Services, Financials, Procurement, and Asset Management.


OpenGov seeks an experienced engineering executive to lead the engineering function for its Budgeting & Planning (B&P) Suite. Government’s primary function is to provide services to its constituents, and this is done by creating an operating plan and an associated budget to execute that plan. B&P is the flagship product at OpenGov as well as the market leader with more than 400 customers, the highest Cumulative Annual Recurring Revenue, and the highest Average Selling Price (ASP) in the industry. B&P is able to scale for governments from as little as $30M in annual budget or as much as $1B+. B&P is in store for significant improvement in 2023 that enlarge our Product Market Fit (PMF) including:

  • Upleveling collaboration features that cater to the complex needs of the largest cities and towns
  • Adding new features to provide value for specialized government entities such as schools
  • Improving the Budget Book, the final work product from a government’s budgeting and planning efforts.
  • Implementing new features that help our government customers be more strategic in their budgeting and planning process.

The B&P engineering team is distributed across the United States, Ukraine, and India, making this a truly worldly role.


Responsibilities:

As a successful candidate, you are an experienced technical leader with domain knowledge in building scaled, cloud-native, distributed-architecture applications as well as the foundational services and front-end frameworks that accelerate application development. You are operationally strong and have a proven track record of technical innovation, product delivery, and organizational development. You have experience scaling engineering organizations in a fast-changing, complex environment. You should be equally comfortable guiding an organization through change and driving a technical vision. You are passionate and experienced at hiring and developing high-performing engineering leaders and teams.


You will:

  • Grow, develop, scale, and lead a high-performance, globally distributed, B&P engineering organization
  • Hire and develop senior leaders and managers.
  • Work with product management, design, and the OpenGov platform team to drive a roadmap that delivers great customer value and an exceptional customer experience.
  • Provide organizational and technical leadership across broad technology areas including distributed systems, data platform, reporting, and analytics.
  • Champion and evangelize the B&P suite and the OpenGov’s product vision while driving technical delivery in an incremental, agile fashion.
  • Drive engineering and operational rigor, applying best practices and processes.
  • Uplevel our engineering culture so every team member deeply cares about team velocity, quality, trust, recruiting, and delighting our customers.
  • Coach, mentor, and develop your staff of engineers and managers of all levels.
  • Attract and recruit top senior engineering talent to continue building and delivering a high-value shared platform that differentiates our OpenGov ERP Cloud. 
  • Collaborate with internal and external stakeholders to drive business outcomes by working with platform development, support, professional services, and sales teams.


Requirements and Preferred Experience:

  • 12+ years of experience managing high-performing engineering teams, and 3+ years as a Director, VP, or Head of Engineering.
  • Strong technical background that includes cloud technologies, distributed systems, web technologies, and contemporary data technologies.
  • Important areas relevant to this role are application development best practices, data warehousing, reporting, analytics, and ERP suites or reporting.
  • A strong foundation in multi-tenant SaaS architecture and experience building and delivering platform capabilities to internal and external customers.
  • A solid understanding of CI/CD, build, and quality processes.
  • The ability to formulate and articulate strategy and vision succinctly to senior leadership and translate that into an actionable roadmap for your team.
  • Excellent communication skills and can engage at all levels of the company with both technical and non-technical audiences.
  • Well versed in building and shipping software that has high quality, performance, scalability, reliability, and security.
  • Experience designing and shaping your organization for continuous improvement and evolution in a rapidly changing and growing environment.
  • Great collaborative interpersonal skills, including listening, writing, and verbal communication.
  • Skilled in long-term planning and ensuring tight execution.
  • Can work under tight deadlines while being flexible and responsive to changing business and technical conditions.
  • A history of strong leadership in recruiting, growing, and retaining engineering organizations at scale with team members who are distributed across the globe.
  • Undergraduate degree in Computer Science or closely related field preferred; Graduate Degree in Computer Science or related field is a plus.
