Operational resilience has increasingly become a critical component of day-to-day operations for financial institutions. The ability to operate during disruptive events helps sustain business, minimize disruption, enhance client confidence, and ensure regulatory compliance. Being operationally resilient will ultimately drive the overall success for Scotiabank U.S.


Reporting directly to the U.S. COO, the Head of U.S. Operational Resilience will be responsible for the overall implementation and oversight of the Operational Resilience program, partnering with senior level stakeholders across businesses, functions, and regions to drive success.

Primary Responsibilities:  

  • Lead the development and implementation of the Operational Resilience strategy for the U.S. region, including providing strategic direction and leadership
  • Oversee the integration of resilience considerations into existing business processes across existing businesses as well as new business initiatives, working closely with desk heads and other colleagues within the U.S. COO team
  • Partner closely with leaders from other areas to ensure cohesiveness and consistency across pillars, including but not limited to, IT, Cyber, Business Continuity, Third Party Risk Management (TPRM), Operational Risk
  • Liaise directly with the Cyber Resilience program, ensuring key cyber requirements are met with consistency
  • Work closely with other GBM regions as well as Enterprise to ensure consistency in strategy and approach
  • Present resilience program updates to senior management as well as governing committees (e.g. U.S. MRC) and prepare quarterly Board materials
  • Ensure compliance with evolving internal and external guidelines, standards, policies, and regulations; prepare and submit reports to regulatory bodies as required
  • Collaborate with the Incident Response Coordinator to manage the bank's response to incidents; proactively understand and drive an Operational Resilience lens within specific events
  • Participate in post-incident reviews to improve future response efforts
  • Manage relationship with consultancy firms and other possible vendors during program build phase
  • Prioritize resources, activities, and funding to support the resilience program


Additional Responsibilities:

  • Own the controls framework within U.S. Operational Resilience; ensure timely and adequate closure relating to regulatory findings, audits, and/or first line testing; proactively identify areas for improvement, taking initiative to remediate
  • Oversee cost budgets and managing within targets; actively look for cost efficiencies where appropriate
  • Champion a customer-focused culture to deepen client relationships and leverage broader Bank relationships 
  • Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions
  • Actively pursue effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.
  • Champion a high-performance environment and implements a people strategy that attracts, retains, develops and motivates their team by fostering an inclusive work environment; communicating vision/values/business strategy and managing succession and development planning for the team.


Qualifications

  • Knowledge of Operational Resilience required
  • Financial services industry experience a must
  • Proven ability to independently drive large scale programs required, leveraging relationships and influence across multiple stakeholder groups
  • Strong communication and analytical skills (both written and verbal) required
  • Undergraduate / graduate degree in Business, Finance, or comparable preferred
  • Securities License desirable
