Senior Licensing Manager

Senior Manager of the Licensing Team – We are looking for a senior licensing professional with experience managing a multi-state cannabis operator licensing function, which includes working with state and local Compliance teams to facilitate the process. The Senior Manager may also lead the procurement of new licenses. 


The Senior Licensing Manager is responsible for managing the details, quality and maintenance of existing cannabis licenses and renewals. This includes developing, producing and submitting applications for entry to new markets and ensuring timely change management and/or renewals in active markets. This role is responsible for both management as well as the operational aspects involved in preparing and maintaining applications/documentation according to state-defined requirements and deadlines.  


Responsibilities

  • Support the operations and continuing improvement of the department that maintains the Company’s vital cannabis licenses and registrations
  • Develop and maintain systems, including IT database, for license tracking, maintenance, renewal, and transfer
  • Coordinate licensing renewal work with the Company’s local state-based compliance managers
  • Assist in the compilation and submission of competitive license applications and tenders to win new, valuable cannabis licenses
  • Deal directly with senior management as required to secure necessary input for licensing/regulatory procedures
  • Develop working relationships with subject matter experts (SME) to provide input and clarification to application content (i.e., Legal to ensure appropriate corporate structure/documentation; Shareholder Relations to gather required owner/backer documentation; HR to gather required employee documentation) 
  • Hands-on work in licensing processes, including liaising with various departments of the Company (Corporate and subsidiary organizations) to gather required content/documentation, compile submissions and prepare applications
  • Draft initial application content for SME review, ensuring consistent messaging and conformity with the requirements and expectations of state authorities
  • Monitor the announcement of key license/similar tenders across the country and help management decide in which tenders to participate
  • Review and assess state-specific codes and regulations as they pertain to application information for obtaining and maintaining licenses to cultivate, manufacture and dispense cannabis and cannabis products

  • Resourcefulness – able to find answers online or from others


Position Requirements

  • Bachelor’s Degree in relevant area; JD is a plus
  • 5-7 years relevant regulatory and/or legal experience a plus
  • Proficiency with MS Office (Excel, Word) and Adobe Acrobat (PDF files)
  • Subject to background check per state cannabis regulations
