Manager Ops & Regulatory Compliance

The Manager Operations & Regulatory Compliance supports the Director of Operations and oversees all Flight Operations compliance standards, Operation Specifications, and interfaces with regulatory authorities to assist in the development, implementation, and documentation of new standards and procedures while providing the highest degree of safety and efficiency for the airline.


Essential Responsibilities

  • Establishes and maintains relationship with the Federal Aviation Administration (FAA) and the Certificate Management Office (CMO) and acts as a primary point of contact
  • Coordinates all company cross-departmental FAA information requests 
  • Supports the Director of Operations in providing regulatory expertise and oversight of all applicable regulatory affairs and Operations Specifications
  • Facilitates resolution of Air Carrier Certificate actions
  • Provides cross-functional support and subject matter expertise with regards to operational theaters both domestic and international
  • Supports the management and development of Centralized Publications and Departmental Internal Evaluation Program (IEP)
  • Represents the Director of Operations in their absence at Company and FAA meetings
  • Oversees and manages the airline’s Operations Specifications and WebOPPS FAA portal
  • Oversees, manages and or makes necessary input to the Operations Specifications Manual (OPSPEC), Approved Programs Manual (APM), Regulatory Compliance Manual (RCM), Flight Operations Manual (FOM), and Flight Operations Policies and Procedures Manual (FOPPM)
  • Oversees and manages the approval of Operations Specifications and Third Country Operator (TCO) requirements 
  • Represents the Director of Operations for Domestic and International New Station Startup process
  • Ensures full operational compliance of Safety Management System (SMS) to include participation in safety risk mitigation, change management and root cause analysis
  • Acts as Director of Operations representative and Board Chair of the SMS Change Management process
  • Liaison to Flight Standards, System Operations, Dispatch, Operations Engineering and Technical Operations
  • Represents the Director of Operations office during IROP (Irregular Operation) and Emergency Command Center (ECC) events
  • Takes a significant role in the development of crewmembers to support their engagement, growth, goal achievement
  • Other duties as assigned 


Minimum Experience and Qualifications

  • High School Diploma or General Education (GED) Diploma
  • Five (5) years’ Operations or Regulatory experience within Aviation 
  • Previous Leadership experience within Aviation or Military
  • Working knowledge of programs such as FAA/Regulatory Compliance, Operations Specifications, Certificate Actions, Domestic & International Flight Operations, ETOPS (Extended Operations), etc.
  • Ability to create and deliver various presentations used in reporting to senior leadership
  • Program and project management skills with the ability to optimize time management skills required to manage multiple responsibilities at one time  
  • Knowledge of SharePoint, Microsoft Office, Web Ops, and other relevant software tools
  • Ability to handle confidential information with professionalism and diplomacy
  • Available for domestic and international travel (40%)
  • Valid Passport with the ability to travel in and out of the United States 
  • Must pass a pre-employment drug test
  • Legally eligible to work in the country in which the position is located
  • Authorization to work in the US is required. This position is not eligible for visa sponsorship 


Preferred Experience and Qualifications

  • Bachelor's Degree in Aviation Management, Business or relevant field
  • Certification in Project Management 
  • Hold an FAA Airman Certificate (Airline Transport Pilot (ATP), Dispatcher, Airframe & Powerplant (A&P), etc.) 
  • Prior experience interacting across functional areas while maintaining political sensitivity as either a team leader or team contributor as applicable. 
  • Experience interfacing with regulatory oversight organizations such as FAA, DOD, OSHA, etc.

  • Regular attendance and punctuality 
  • Potential need to work flexible hours and be available to respond on short-notice
  • Able to maintain a professional appearance
  • When working or traveling on JetBlue flights, and if time permits, all capable crewmembers are asked to assist with light cleaning of the aircraft

  • Must fulfill safety accountabilities as prescribed by JetBlue’s Safety Management System

  • Identify safety and/or security concerns, issues, incidents or hazards that should be reported and report them whenever possible and by any means necessary including JetBlue’s confidential reporting systems (Aviation Safety Action Program (ASAP) or Safety Action Report (SAR)) 
  • Responsible for adhering to all applicable laws, regulations (FAA, OSHA, DOT, etc.) and Company policies, procedures and risk controls 
  • Uphold JetBlue’s safety performance metric goals and understand how they relate to their duties and responsibilities

Compensation:  

  • The base pay range for this position is between $80,000.00 and $136,200.00 per year. Base pay is one component of JetBlue’s total compensation package, which may also include performance bonuses, restricted stock units, as well as access to healthcare benefits, a 401(k) plan and company match, crewmember stock purchase plan, short-term and long-term disability coverage, basic life insurance, free space available travel on JetBlue, and more.
