Manager, International Trade Compliance

Liverpool, NY

RMS is seeking a highly motivated Empowered Official to Manage and support market segments of the IWSS Syracuse/Owego line of business within the International Trade Compliance Organization. In this position you will lead a team of International Trade Compliance personnel who collaborate with program and capture personnel to shape the development and execution of compliant export authorization strategies. The successful candidate will provide guidance to the ITC team on complex licensing strategies and plans, support compliance assessments and audits, participate in cross-LOB activities, mentor junior staff, coordinate with Corporate ITC on submittals and USG inquiries, provide training on the implementation of U.S. export laws and regulations associated with an export internal compliance plan, and review and approve draft export/import applications to ensure consistency with U.S. regulations, policies, and guidelines. Job responsibilities also include support of Legal Digital Transformation, cost reduction and streamlining activities.


Basic Qualifications:

Candidate will have excellent interpersonal, conflict-resolution, organizational and project management skills. Candidate will be self-motivated and will be able to multi-task and discern business priorities. Candidate will have extensive ITAR and EAR import/export licensing experience along with regulatory compliance experience. Candidate will have superior written and verbal communication skills, be able to effectively interface with all levels within the organization and be able to work both independently and as a contributing member of the team. Experience with foreign DCS and FMS Contracts. Familiarity with LO/CLO Tri-Service Committee releasability process.


Desired Skills:

  • Licensed Customs Broker or Customs experience
  • Previous Empowered Official (EO) experience
  • ITAR and Commerce export-import experience
  • Familiarity with Jurisdiction and Classification process
  • Proficient in MS Word, Excel, PowerPoint, and SharePoint COEs
  • Experience working with Traffic to process international shipments
  • Familiar with clearance information required to be an Importer of Record
  • Prior Audit experience a plus
  • Experience managing compliance programs for ITAR and EAR controlled exports to high-risk countries
  • C-TPAT program knowledge
  • Knowledge of LM Engineering tools
  • Ability to obtain Secret clearance
  • Good working knowledge of Lockheed Martin ITC policies and procedures

Ability to Work Remotely: Full-time Remote Telework: The employee selected for this position will work remotely full time at a location other than a Lockheed Martin designated office/job site. Employees may travel to a Lockheed Martin office for periodic meetings.


Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.


Schedule for this Position: 4x10 hour day, 3 days off per week
