Law Enforcement Response Team Manager

As a member of the Legal Policy Operations (LPO), you will be integral in ensuring that TikTok is a safe and trustworthy place for our community. LPO is responsible for balancing corporate compliance responsibilities with the appropriate operational safeguards to protect our users’ intellectual property, privacy, and wellbeing rights. Within and across each vertical, we work together to develop efficient workflows that mitigate legal risk. We are here to strike a scalable balance between what the law requires and what is operationally feasible to protect our users. We are here to help all our Safety organization and wider company colleagues ensure that we are sustaining an equitable platform that inspires creativity across all markets. Our team is a group of specialists covering Privacy, Intellectual Property & Identity, Law Enforcement Response, and Legal Investigations (Violent Extremism and Child Safety)


As Law Enforcement Response Team (LERT) Manager, you will be managing the team responsible for analyzing and addressing time-sensitive legal process and inquiries regarding user data as mandated by the Electronic Communications Privacy Act of 1986 (ECPA) which includes but is not limited to preservation requests, subpoenas, court orders, and search warrants. LERT is also responsible for quickly responding to imminent threats to life (EDRs), escalating cases to law enforcement agencies, and reporting child safety issues to the National Center for Missing and Exploited Children (NCMEC) You will be working with a variety of stakeholders across the globe, including Policy, PR/Comms, Security, Strategy & Analytics, Safety Ops, and Legal to ensure that TikTok remains a vibrant and creative place for our users. This role will require creative solutions, as well as a deep understanding of legal and abuse trends specific to US and Canadian cultural norms and sensitivities.


This position will be full-time and will be based in our Los Angeles, CA location.


Responsibilities:

  • Manage team responsible for law enforcement response, child safety, and emergency response for TikTok's US and Canadian markets.
  • Work with Global LERT team members and leaders to coordinate policies and processes.
  • Manage and resolve US requests relating to law enforcement, government entities, and third-party civil attorneys. Ensure that procedures comply with local law and TikTok's policies.
  • Collaborate with cross-functional internal teams and external networks to drive policy and process improvements for issues concerning safety and data disclosure.
  • Develop programs for law enforcement response, child safety, and emergency response operations teams including quality, documentation, training, and analytics.
  • Function as your team's primary advocate for tooling and process development.
  • Work closely with in-house and outside counsel on case escalations, new policies, and data disclosure issues.
  • Coordinate and participate in on-call emergency escalations relating to high priority requests, which may require weekend rotations as needed.


Qualifications

  • Minimum bachelor's degree.
  • 3-5 years experience in people management.
  • 5+ years of work experience in Legal Operations, Law Enforcement Response, Trust & Safety, or in an equivalent environment.
  • Experience in growing and scaling teams.
  • Exceptional written and verbal communication skills.
  • Strong ability to foster relationships with both internal and external stakeholders, especially counsel.
  • Excellent coaching skills, with the ability to identify opportunities to spearhead company-impacting initiatives.
  • Ability to thrive in ambiguous environments, identify trade-offs, and make decisions in high-pressure situations.
  • Strong attention to details, highly self-driven and results oriented.
  • Able to coordinate with global teams in different time-zones, especially EST.
  • Address sensitive content issues, including but not limited to graphic images, videos and writings, offensive or derogatory language, child safety, and other potentially objectionable material.


Preferred qualifications:

  • People Management experience in an environment processing legal and law enforcement requests (e.g., civil and criminal subpoenas, court orders, and search warrants) or for Trust and Safety or Legal.
  • Experience working in tech or entertainment industry.
  • Experience working with international partners at different time zones.
  • Experience working in a start-up, or forming new teams in established companies.
  • Fluent in English and at least one other language (e.g., Spanish, French, Arabic).
