Home Office Support Manager

AECOM is seeking a Home Office Support Manager – International Development. The person in this position will be the day-to-day liaison with in-country personnel including the Chief of Party, as well as operations and design/construction management team members. The Home Office Support Manager manages and oversees the support provided by the home office/stateside team. In this position h/she will assist in the development of task order proposals, independently manage task budgets, schedules, and product quality, and support the in-country management team(s). The Project Manager will oversee assigned home office project staff on a variety of projects for all phases of work related to transportation, institutional type buildings, highways, and water and wastewater facilities. The Project Manager will also participate in business development activities including strategic planning and capture management.


Responsibilities of this position include, but are not limited to:

  • Works with field project teams and home office regional operations staff to identify and commit appropriate company resources to accomplish business development and specific project goals
  • Manages overall home office project support effort including cost and scope, schedule, and quality of work
  • Identifying, reviewing, evaluating, and pursuing business development opportunities
  • Reviewing contracts and sub-contracts and assisting with management of subcontractors
  • Convening and/or attending progress meetings and tracking action items and directives resulting from meetings
  • Mentors and develops staff, providing leadership and an environment which encourages teamwork, initiative and growth
  • Building and maintaining a positive client relationship and positive staff relationships


Minimum Requirements

  • Bachelor's degree in Civil or Environmental Engineering, Construction Management, or related degree
  • 10 plus years of professional experience in A&E infrastructure design programs and construction management programs (with specific focus on water and wastewater programs) including business development activities
  • Ability to work intermittently in international project offices in support of various projects (typical expected annual travel commitment: 20 to 30%)
  • Experience in developing and managing the preparation of design reports, drawings, specifications, and construction management manuals
  • Experience in selecting and managing subcontractors
  • Experience in services during construction, including answering RFI’s, preparing addenda, and reviewing construction submittals
  • Professional Engineer (PE) license, Certified Construction Manager (CCM), Project Management Professional (PMP), or related licensure/registration
  • Must be a highly motivated self-starter with solid writing and verbal communication skills
  • Ability to pass all necessary screening requirements, including successful background check, substance abuse test, and medical clearance.


Preferred Qualifications

  • 15 plus years of professional experience in A&E infrastructure design and construction management programs (with specific focus on water and wastewater programs)
  • Master’s degree in related field
  • Previous experience working internationally to support U.S. government agency projects
  • Demonstrated high level organizational, communication, leadership, problem solving, and time management skills
  • Proficient in MS Suite, SharePoint (or similar collaboration tools) and remote communications applications such as Teams, Zoom, etc.
  • Basic familiarity with AutoCAD, BIM, or similar software a plus
  • Familiarity with USAID procedures and protocols, reporting and organizational structure.
