Head of Compliance and Risk

Austin, TX

We are seeking a Head of Compliance and Risk to join us in a newly created role. You will serve as the point of contact to the Board/Audit Committee and Senior Management, and will oversee the further development and implementation of Babylon’s Group Compliance program in support of compliance with US federal and state laws, rules and regulations, UK law and regulations, and other relevant foreign laws governing Babylon’s healthcare and technology operations worldwide.


You will provide advisory input to key business areas and identify solutions to advance Babylon business interests consistent with compliance with state laws and Babylon’s own policies and procedures related to fraud/waste/abuse laws and regulations, third-party payer rules, Medicare/Medicaid guidelines, and other aspects of healthcare and product operations.


You will report to both the Chair of the Audit Committee and the Chief Legal Officer. We are open to candidates seeking remote working opportunities across the US.

WHAT YOU’LL WORK ON

  • Provide advisory guidance to stakeholders across business (e.g., Board, Senior Leadership Team, business leaders, Legal, Privacy, Information Security, Risk) to develop, coordinate, and implement all elements of an effective compliance program.
  • Ensure compliance with applicable laws and regulations, and ensure activities are being performed in accordance with policies and procedures, including testing, validation and documentation of controls as well as recommendation of improvements where required.
  • Oversee global SOX, audit and risk functions relevant to Babylon’s operations both as a public company listed in the US and as a business operating in multiple jurisdictions around the world.
  • Interpret and communicate compliance requirements to Babylon management and all personnel, and ensure activities are being performed in accordance with policies and procedures, including testing, validation and documentation of controls as well as recommendation of improvements where required.
  • Report regularly on compliance and risk activities, outcomes and escalated concerns to the Audit Committee, other Board subcommittees and Senior Leadership Team meetings as needed.
  • Represent Compliance/Risk at various business committees.
  • Ensure that compliance responsibilities are incorporated into business processes and practices within Babylon and to provide advice and training where required.
  • Ensure the appropriate oversight and reporting of risk and audit functions.
  • Manage regulatory examinations and audits and respond to regulatory inquiries as needed, including monitoring and completion of management corrective actions,
  • Provide strategic direction to the Compliance and Risk teams. Ensure that staffing, work assignments, deliverables and operational policies and procedures are appropriately maintained and properly executed.
  • Collaborate with direct reports and functional leads to ensure effective training and education, compliance monitoring, and investigation of reported compliance issues.
  • Maintain up-to-date knowledge of federal and state laws and regulations that impact Babylon’s delivery of clinical services to Medicare/Medicaid beneficiaries.
  • Cooperate with US regulators, managed care plans, and/or other government agencies, partners, and clients in any compliance reviews or investigations.
  • Cooperate with UK, Rwandan and other foreign regulators in any compliance reviews or investigations.


WHAT WE’RE LOOKING FOR

  • 10+ years of legal, regulatory, risk and/or compliance experience within a leadership role in a healthcare provider setting. Strong regulatory compliance experience within a federal regulator will also be considered.
  • A robust and comprehensive understanding of regulatory requirements impacting US government and commercial healthcare programs (e.g., CMS MA & Part D regulations, Medicare/Medicaid billing, state Medicaid regulations, California DMHC).
  • Facility with risk practices and operations, including especially audit and risk identification, testing, management and reporting.
  • Experience working for a US healthcare regulator (e.g., CMS, OIG, OCR, DMHC, state Medicaid agencies) or leading a liaison team that interfaced with a US healthcare regulator.
  • Experience preparing and presenting reports on compliance, regulatory and/or risk matters to senior executives and Board of Directors.
  • People-focused, purpose-driven and results-oriented leader who has the highest integrity, respect and ethical standards along with having the gravitas to build key relationships with the business and regulators.
  • Proven strategic and tactical execution, collaboration, teamwork, and customer-centric thinking.
  • Ability to not simply identify problems, but to find solutions that grow the business while maintaining compliance with all applicable laws and regulations.
