Environmental Specialist

Houston, TX

Provide support to the Environmental Department as a member of the Safety, Health, Environmental, and Quality (SHEQ) team. Maintain/update permits, records, and the company’s Compliance Management System to ensure ongoing compliance with all applicable federal, state, and local permits/standards/regulations. 

 

Key Duties & Responsibilities

1.        Interact with government regulatory agencies at all levels (Federal, State, local). Represent the company in environmental matters with the EPA, TCEQ, Harris County, US Coast Guard, TGLO, etc. as necessary.

2.        Support the administration of applicable Federal, State and local environmental regulations and site-specific permits to assure continuous compliance. Communicate requirements to internal stakeholders. Maintain records and prepare/submit reports as required by applicable regulatory requirements. (NSPS, NESHAPS, Tier 2, NSR, PBR, Title V, Air MSS, Emissions Inventory, Emissions Banking & Trading, etc.)

3.        Interface with facility Operations, Maintenance, and/or contractors to administer the terminal’s leak detection and repair (LDAR) program, storage tank degassing program, SPCC, FRP, and various inspection programs.

4.        Track relevant data on a monthly basis needed to maintain a running emissions record using Stolthaven’s Environmental Compliance Management and emissions reporting system.

5.        Maintain calculations and prepare various environmental records, reports, and make release notifications as necessary related to tank cleaning/degassing, terminal maintenance efforts, flare operations, and unplanned spills/release events.

6.        Remain current on environmental regulation changes and associated developments by attending conferences, seminars, courses, and by meeting with consultants, industry peers, trade associations, vendors, and through a regular review of environmental publications.

7.        Evaluate new business inquiries, facility construction plans, and new product streams through the product review and Management of Change (MOC) process. Provide cost estimates and regulatory guidance to the Commercial, Engineering, Maintenance, and/or Operations Departments to ensure proper product handling and to verify that applicable environmental requirements are adequately addressed.

8.        Act as Company representative for environmental issues in customer meetings, audits, and with third-party vendors & consultants; prepare written documents and reports covering environmental issues as these meetings may require. Participate in ISO Management Steering Committee meetings.

 

Qualifications

  • Bachelor’s degree in Engineering, Environmental Science / Natural Science, or related area required.
  • Between 2-5 years work experience in the environmental field is required with experience in air quality issues, hazardous waste management, wastewater treatment, and environmental permitting preferred.
  • Strong analytical and technical skills. Familiarity with various air emission calculation methodologies. 
  • Broad-based computer skills. Experience with various environmental and maintenance related software, compliance management systems, and release models preferred. (BREEZE TankESP, Cority/RegAction, TCEQ STEERS, ALOHA, Ultimo, LEADERS, LeakDAS, EPA Central Data Exchange, etc.)
  • Overtime and callouts as necessary.
