Engineering Operations Manager, Sr

San Diego, CA

The Product Test and Engineering (PTE) Engineering Operations team is looking for a highly motivated and experienced Engineering Operations Manager to support the organization with budget tracking responsibilities and communication with corporate finance teams. This role requires collaboration with the finance teams, an understanding of Qualcomm financial processes, and communication with PTE management. The individual will be responsible for tracking overall PTE budget including capital expenditures, project costs, and product costs.


Operational Expenditures (OpEx)

  • Track and summarize monthly changes to overall budget, highlight any areas of concern and address with finance team
  • Create budget walks and present to upper management, tracks changes to budget over the fiscal year


Capital Expenditures (CapEx)

  • Assist engineering leads with financial content for engineering investment council (EIC) presentations, adjust technical content for finance audience
  • Facilitate purchases with procurement team and ensure accuracy of purchase orders


Project Cost Planning

  • Monitor submitted spends versus actual spends via headcount and hardware non-recoverable expenses (HW NRE)


Headcount

  • Communicate department level headcount plan to finance, drive labor budget outlook for the PTE organization
  • Oversee submission of project level headcount plan to TM1, ensure project level submissions match department level submission
  • Manage changes to consultant budget line, collaborate with global finance analysts (FAs) to ensure accuracy
  • Interface with global FAs for department changes as needed (creation of new departments, adjusting department attributes, reorganization of departments)


HW NRE

  • Monitor HW NRE submission and costs incurred by project
  • Collaborate with hardware/procurement team for standardized cost list


Product Cost Planning

  • Monitor cost of test (COT), develop standardized tracking methodology
  • Monitor variance per quarter, create and present quarterly report to PTE leads
  • Algin with external teams and business units on cost model structures


PTE Value Extraction/Communication

  • Monitor and recommend initiatives to drive cost savings and how to estimate those values
  • Create executive presentations to showcase this value to finance team audience


Minimum Qualifications:

Provides process, analysis, support, transparency, and insight on product development in order to maintain a steady stream of deliverables. Manages and tracks operational and headcount budgets. Works cross functionally with various teams (i.e., finance, engineering, program management) to forecast and set budgets for programs and meet customer demands on support and tools. Partners with the business, third party vendors, and the broader functional teams to plan and operationalize to help execute overall strategy.


The responsibilities of this role include:

  • Working under some supervision.
  • Making decisions that are moderate in impact; errors may have relatively minor financial impact or effect on projects, operations, or customer relationships; errors may require involvement beyond immediate work group to correct.
  • Using verbal and written communication skills to convey information that may be somewhat complex to others who may have limited knowledge of the subject in question. May require basic negotiation and influence, cooperation, tact, and diplomacy, etc.
  • Having a moderate amount of influence over key organizational decisions (e.g., is consulted by senior leadership to provide input on key decisions).
  • Completing tasks with multiple steps that can be performed in various orders; some planning and prioritization must occur to complete the tasks effectively; mistakes may result in some rework.
  • Exercising creativity to draft original documents, imagery, or work products within established guidelines.
  • Using deductive and inductive problem solving; multiple approaches may be taken/necessary to solve the problem; often information is missing or incomplete; intermediate data analysis/interpretation skills may be required.
  • May be solicited during strategic planning period.


The responsibilities of this role do not include:

  • Financial accountability (e.g., does not involve budgeting responsibility).


PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Improves or develops tools and processes to increase efficiency.
  • Reviews basic training content developed by others; prepares training content; conducts training on tools/processes.
  • Assesses data and evaluates deviations from agreed upon metrics; ensures the right type of data is collected.
  • Utilizes technical skills to work with engineering leads to develop budget requests and forecasts, and ensures they are appropriate.
  • Tracks and manages engineering expenses and timelines against budgets.
  • Produces budget reports quarterly or as needed.


MINIMUM REQUIREMENTS:

Education:

  • Bachelors – Business Finance, See the required degree associated with years of work experience


Work Experiences:

  • 6+ years relevant finance experience or related work experience with high school diploma or equivalent.
  • 4+ years relevant finance experience or related work experience with associate degree.
  • 2+ years relevant finance experience or related work experience.


PREFERRED REQUIREMENTS:

  • 8+ years relevant finance experience and ability to collaborate with finance team on behalf of the PTE engineering organization
  • Strong Excel skills (Pivot Tables, Sumifs, Vlookup/Index Match, fiscal year calculations, charts/graphs)
  • IT knowledge to help provide requirements for automation tools/reporting to improve job efficiency (PowerBI, Tableau, etc.)
  • Self-motivated team player able to work autonomously, prioritize responsibilities, and communicate issues as they arise
  • Excellent verbal, written and presentation skills for presentation at VP, SVP, Executive level


PHYSICAL REQUIREMENTS:

  • Frequently transports between offices, buildings, and campuses up to ½ mile.
  • Frequently transports and install equipment up to 5 lbs.
  • Performs required tasks at various heights (e.g. standing or sitting).
  • Monitors and utilizes computers and test equipment for more than 6 hours a day.
  • Continuous communication which includes the comprehension of information with colleagues both in person and remotely.
