Contracts Administration Director

RESPONSIBILITIES

Peraton is currently seeking a hands-on Sector Contracts Director to support our Strategic Innovation Group. This individual will work in a fast-paced environment and the senior leadership level position will require an experienced contracts management professional who is able to successfully sustain accountability and responsibility for the following core areas of responsibilities:

  • Business Operations: Manages and provides leadership of the Sector contracts function and performs contract negotiation, analysis, and administration; proposal preparation; and customer engagement related to contract acquisition and fulfillment. Negotiates subcontracts, teaming, and non-disclosure agreements. Ensures that Sector contracts achieves optimal operational performance by adhering to contract policies, procedures, methods, operating practices, and working in partnership with the business leaders to drive performance standards for contractual programs to culminate in excellent CPARs. Facilitates effective implementation of contract responsibilities within program objectives and requirements. Duties include management and administration of company contracts, including contract negotiations, to achieve company annual operating plan.
  • Advisement and Compliance: Reviews and resolves all issues affecting company compliance and ensures the satisfaction of legal requirements, Company, and customer objectives by working closely with the Sector President, Chief Contracts Officer, Chief Legal Officer, and other senior executives. Advises management of contractual rights and obligations, identifying risk areas and mitigation strategies, and provides interpretation of terms and conditions. Provides strategic guidance to completion on more complex bids such as Other Transactions Authority (OTA) agreements for research and development and prototypes. Reviews complex solicitations and prepares specialized and/or non-routine responses for proposals, bids, and contract modifications. Manages contract change control process. Develops negotiation strategy and leads negotiation team on contractual issues. Ability to make decisions in a timely manner and work cooperatively with stakeholders such as legal, finance, and business team disciplines. 
  • Staff Management: Reviews and directs the activities of contract professionals including highly complex solicitations and assists the Sector Contracts team members in the preparation of specialized and/or non-routine responses for proposals, bids, and contract modifications. Provides people leadership and mentorship of geographically dispersed Sector contracts personnel through coaching, educational and growth opportunities, and exposure. Provides team and individual performance appraisals and reviews, evaluations, and evidence-based examples of good performance.
  • Liaison: Focal point for communications with senior executives, legal, finance, and business team for resolution of contract issues and disputes. Advocate and foster data quality and precision within systems and tools. Effectuate a strong working relationship with customers’ contractual leaders.


QUALIFICATIONS

  • BS degree plus 16-18 of relevant experience or a Masters Degree with 14 years of experience. 
  • Additional work expereince may be considered in lieu of degree. 
  • Candidate must have an active Top Secret clearance with ability to attain SCI and other agency-specific clearances. The candidate should also possess the following skills, experience, and education:
  • An in-depth knowledge about intellectual property, CRADAs, IRADs, commercial service and product contracts, and federal government contracting, to include federal acquisition process and regulations.
  • Able to review and/or create new or unique T&C's for legal review, working knowledge of intellectual property, indemnification, and liability.
  • Business acumen with ability to think critically and develop creative and practical solutions.
  • In-depth knowledge on developing organizational conflict of interest mitigation plans and teaming agreements.
  • Demonstrated experience with the development and negotiation of large, highly complex bids.
  • Experience managing a variety of contract types.
  • Strong writing and time management skills.
  • Reputation for unqualified commitment to integrity and professionalism.
  • Superior interpersonal skills and the ability to relate to employees and management at all levels.
  • Attention to detail and organization.
  • Highly adaptable to change; ability to work independently and collaboratively.
  • Ability to multi-task and operate in a fast-moving environment.
  • Experience working with DARPA (preferred but not required).
  • Experience with commercial contracts or Other Transactions Authority (OTA) agreements (required).
  • Must be willing to travel periodically. 


Target Salary Range

$135,000 - $216,000. This represents the typical salary range for this position based on experience and other factors.
