Communications Manager

Mott MacDonald seeks an experienced Communications Project Manager to serve as seconded staff to the Washington Metro Transit Authority. This individual will be assigned to a specific project (or multiple projects, depending on project size) and will be responsible for developing and implementing communications and outreach plans, timelines and deliverables.


Specific duties and responsibilities of the Communications Project Manager may include, but are not limited to:

  • Drafting marketing, communications and outreach plans. Such plans will include objectives, strategy, tactics, estimated reach and impressions, and evaluation factors and budget and will be based on WMATA’s Public Participation Plan, FTA, ADA and WMATA Compact compliance, and templates as provided by WMATA.
  • Serving as a Metro ambassador on the assigned project(s) and representing the Authority by giving presentations, building stakeholder relationships, distributing surveys and facilitating other community outreach responsibilities at various events.
  • Collaborating with internal partners, including capital project teams, rail and bus operations staff, government relations, media relations, marketing, research and customer service as the subject matter expert regarding planned projects and policies impacting Metro customers. Working with department points-of-contact, project managers and other staff to confirm Title VI and WMATA Compact Compliance, and to ensure all materials and deadlines meet the appropriate standards.
  • Coordinating the production of deliverables as required by the communications and outreach plan.
  • Maintaining tracking, recordkeeping and other documentation as required by the FTA and Public Participation Plan, to include updating and maintaining the PPP database.


Deliverables may include, but are not limited to:

  • Communications plans and reports
  • Communications and outreach plan execution, including but not limited to material and content creation, community outreach, stakeholder communication, and copywriting


Candidate Specification

This is an ambitious and prominent infrastructure project. We're looking for a communications manager to live and breathe the ethos of the program, to achieve the goals of the client and the users.


​We invite applicants from candidates with the following experience:

  • 7+ years of experience in developing and implementing project-specific communications and outreach plans
  • Background and prior experience in transit or construction preferred
  • Bachelor's degree in communications, public relations, marketing, or related field
  • Strong writing, editing, proofreading, and leadership skills
  • Strong project and time management skills
